Without biases and fallacies, it cannot be postponed to reflect on and review the destiny of the only planet with life in the immeasurable Universe and to analyze the different alternatives and initiatives that, due to their viability and consensual contribution, allow solving problems in depth and realistically with what which will have a convincing and responsible answer to the following questions:

* Is quality water and power available to support future development at HidroTerra?

* Where will the three billion inhabitants that will be added in this century reside, work, feed...?... This presupposes that the demographic index tends to stabilize, coupled with the deterioration of life in several cities, a high percentage of the population will emigrate.

* Where will be the industries, factories, companies, shops, businesses, educational centers, health institutions, urban, agricultural, and aquaculture centers that will arise from the commitments acquired by globalization and diversification of economies?, derived from international conventions and agreements signed between nations?

* Where will the large, competitive, reliable and productive projects and basic infrastructure and hydropower infrastructure be built and what characteristics will they have?... How are they multipurpose waterworks -providing water, electricity, flood control, irrigation... -, energy centers, wind and solar farms, modern closed-cycle nuclear power plants... among other works that are urgently required.

Given this perspective, the proposed, convenient, comprehensive and extensive Third Millennium World Investment and Development Project (PMID3M), as it is an alternative multinational guideline to guarantee the posterity and transcendence of all living beings of HidroTerra, especially Homo Sapiens, who with the guidelines and objectives of this project, will have renewed expectations and opportunities to evolve towards Homo Universus. To achieve this goal, it is essential to stop monetary idolatry, preserve and optimize natural wealth, inhibit submissions by the virtual and electronic, as well as hegemonies between peoples and nations to ward off world conflicts.

Reflect that in all this international context, the U.N. and World Bank it must acquire the commitment and responsibility to project and make modern international coexistence affordable (currently there are more than 200 countries with 8,000 million inhabitants), in order to protect the urgent supply of water, energy, food, communication routes..., through the promotion, coordination and construction of the infrastructure projects that are members of the PMID3M, in addition to other essential international requirements of priority purposes such as education, health, security, environmental respect, equitable multilateral relations, which will allow the desires and objectives of each nation to be realized. and of all HidroTerra companies.

The future is visualized on the human horizon. With a renewed political mentality... With modern economic approaches... With full international will... PMID3M will undoubtedly be a reality.
