UPDATE: Tucson Sector Border Patrol Agent’s Vehicle Shot

Tucson, Ariz. – Cochise County prosecutors have charged two juvenile boys with endangerment and felony criminal damage in connection with the Dec. 30, 2016 shooting of a Border Patrol vehicle near Sierra Vista, Arizona.

The investigation was kicked off after a United States Border Patrol vehicle was shot at Friday December 30, 2016, at approximately 5:30 p.m. MST. The agent, who was not injured, was operating a mobile surveillance unit south of Sierra Vista, Arizona, at the time of the incident.

The agent did not return fire.

Multiple Customs and Border Protection personnel and local law enforcement responded to the area in an effort to locate the suspects who fled on foot.

The suspects remained at large until the parents of the two boys, ages 15 and 16, contacted authorities after recognizing them in a picture of the suspects that was publicly posted by the Cochise County Sheriff’s Office during the investigation.

Vehicle Stop Results in 3 Arrests, Marijuana Seizure

TUCSON, Ariz. – Tucson Sector Border Patrol agents arrested a U.S. citizen Sunday for smuggling two Mexican nationals and almost 90 pounds of marijuana in his Ford Taurus.

After an agent using observation technology at the Brian A. Terry Border Patrol Station detected a sedan stopping to load two individuals with suspected marijuana bundles, he contacted another agent in the field to investigate.

A few minutes later, the field agent stopped the suspicious vehicle on Naco Highway. The agent then determined that the driver, a male U.S. citizen from Sierra Vista, Arizona, was transporting two Mexican nationals illegally present in the U.S. The agent then searched the vehicle and discovered two bundles of marijuana in the trunk.

The driver, marijuana and vehicle were turned over to the Cochise County Sheriff’s Department while the Mexican nationals were turned over to Border Patrol and are being processed for removal.

Federal law allows the Border Patrol to charge individuals by complaint, a method that allows the filing of charges for criminal activity without inferring guilt. An individual is presumed innocent unless and until competent evidence is presented to a jury that establishes guilt beyond a reasonable doubt.

Runaway Train Rolls Through Gate at Nogales Port

NOGALES, Ariz. – A runaway train struck the rail gate at the Port of Nogales’ DeConcini crossing today at approximately 10:30 a.m.

The train was moving at a slow rate of speed, allowing Customs and Border Protection officers to jump aboard the train and engage the emergency brake. No injuries were reported and structural damage was minimal. Vehicle and pedestrian traffic at the port of entry were not impacted.

Se publican las bases para la segunda edición del Reto Banxico, competencia académica dirigida a los estudiantes de nivel licenciatura en México

En el marco de los esfuerzos de educación financiera, el Banco de México convoca

a la segunda edición del certamen Reto Banxico, cuyas bases pueden ser

consultadas desde el día de hoy en www.banxico.org.mx/retobanxico. El periodo de

inscripciones y de recepción de trabajos inicia el 1 de febrero y cierra el 29 de marzo

de 2017.

El Reto Banxico es una competencia académica dirigida a estudiantes de nivel

licenciatura en México, que busca fomentar una mejor comprensión del objetivo, las

finalidades y las funciones del Banco de México, como entidad autónoma del Estado

mexicano cuyo mandato constitucional es procurar la estabilidad del poder

adquisitivo de la moneda a través de la política monetaria. El certamen también

busca promover una relación más estrecha, dinámica y de cooperación entre el

Banco de México y los estudiantes universitarios, los profesores e instituciones

educativas; e impulsar proyectos educativos que coadyuven al fortalecimiento de la

cultura económica y financiera del país, en especial, de los temas que están

relacionados con las actividades del Banco de México.

Para participar en Reto Banxico, los estudiantes deberán formar equipos

conformados por un mínimo de tres y un máximo de cinco integrantes, que podrán

asesorase con un profesor de su institución educativa. Deberán presentar un trabajo

que analice los determinantes de la inflación en México y que sustente una política

monetaria que tome en cuenta la estabilidad financiera.

Los equipos finalistas serán invitados a la Ciudad de México a realizar una

presentación ante el jurado calificador, buscando explicar, justificar, argumentar y

razonar la referida postura. El equipo ganador será acreedor a un premio monetario

para cada uno de sus miembros.

EL CRECIENTE APETITO POR INVERSIONES VERDES ENFRENTA DIFICULTADES

La falta de información sobre los esfuerzos que realizan las empresas para cuidar el medio ambiente dificulta a los inversionistas institucionales llevar más capital hacia operaciones verdes.

29 de diciembre de 2016.- Dos tercios de los inversionistas institucionales, en el mundo, quieren invertir más en actividades económicas de bajas emisiones de carbono y en aquellas relacionadas con la mitigación del cambio climático, pero la falta de información de las empresas sobre los esfuerzos para cuidar el medio ambiente dificulta hacerlo, según un estudio de HSBC.

La encuesta realizada a 300 inversionistas institucionales, a nivel global, y casi 300 compañías arrojó que menos de una cuarta parte de las firmas hacen pública la información referente al impacto de sus operaciones en el medio ambiente, lo que complica que analistas e inversionistas evalúen y comparen cuán ecológicas son sus acciones. Un número aún menor de empresas, solo 13%, cuentan con estrategias de financiamientos verdes o sustentables.

En consecuencia, tres cuartas partes de los inversionistas que planean hacer este tipo de operaciones ven barreras tales como la falta de oportunidades de rentabilidad creíble y la falta de acceso a investigación de calidad.

Sin embargo, actualmente hay posibilidades de que esto cambie. Un cuarto de las empresas que, hoy en día, no divulgan su plan de impacto ambiental prevén hacerlo en el próximo año; la mitad considera incrementar su discurso sobre el riesgo climático y de la mitad de las empresas que dicen tener estrategias establecidas para reducir activamente su impacto ambiental, el 34% planea divulgarlo en los próximos 12 meses.

Los encuestados consideran que la presión de los inversionistas, las nuevas regulaciones y los incentivos fiscales, por ejemplo aquellos establecidos para financiamiento verde, son los factores con mayor probabilidad de fomentar la introducción de estrategias de financiamiento sustentable y una mayor divulgación de información ambiental por parte de las empresas.

"Para moverse hacia una economía de bajas emisiones de carbono es necesario tener un ecosistema sólido para el financiamiento e inversiones verdes. Esta encuesta sugiere que hay una importante reserva de capital disponible para las empresas respetuosas con el medio ambiente, pero la falta de comunicación sobre sus iniciativas sustentables y los escasos inversionistas con acceso a investigaciones sobre este mercado están frenando la asignación de recursos”, explicó Andre Brandao, Director del Climate Business Council de HSBC.

"El sector bancario y los reguladores necesitan hacer un fuerte esfuerzo conjunto para reducir estos obstáculos, lo que significa crear un marco estandarizado para la divulgación de información para las compañías, mayor producción y consumo de investigaciones relacionadas con el cambio climático y un debate sobre los incentivos verdes para las empresas y los inversionistas. Se ha tenido un progreso significativo y la dirección que han tomado los cambios es alentadora, pero hay que hacer más para abrir este mercado”, añadió el directivo.

HSBC ha realizado acciones, al igual que otras instituciones, que podrían ser replicadas o servir de base para desarrollar, hacer crecer y apoyar el mercado de financiamiento sostenible:

-        En 2007 HSBC lanzó su Centro de Excelencia para el Cambio Climático que se encarga de producir investigaciones y análisis sobre el impacto del cambio climático en las economías y las industrias, políticas ambientales y  cómo financiar un mundo de +2° C.

-        En 2014 fue miembro del consorcio de bancos y otras instituciones que introdujeron los Principios de Bonos Verdes (GBP, por sus siglas en inglés), un marco para la emisión de bonos cuyos ingresos apoyen actividades ambientalmente sostenibles.

-        En 2015 emitió su propio bono verde por 500 millones de euros, el cual se ha utilizado para financiar proyectos de energía eólica, solar, redes inteligentes y manejo sustentable de residuos en Europa y África.

-        Es patrocinador y partidario de la Climate Bonds Initiative, una organización destinada a movilizar el mercado global de bonos para encontrar soluciones a los problemas del cambio climático.

Seeds of Doubt Lead to CBP Drug Seizure at Port

TUCSON, Ariz. - U.S. Customs and Border Protection officers at the Mariposa Commercial Facility in Nogales, Arizona, seized $1.2 million in marijuana – more than 2,400 pounds – from a Mexican national Wednesday when he attempted to enter the United States.

Officers working with a CBP narcotics-detection canine discovered the drugs co-mingled within bins of watermelons in a tractor-trailer driven by a 46-year-old man from Nogales, Sonora, Mexico.

Officers seized the entire shipment and referred the subject to U.S. Immigration and Customs Enforcement’s Homeland Security Investigations.

Wednesday’s seizure is the second significant load of marijuana intercepted this week at the Mariposa facility. On Tuesday, officers seized 6,500 pounds of marijuana found in a shipment of strawberry jam and, earlier in December, seized 10,000 pounds of marijuana.

Federal law allows officers to charge individuals by complaint, a method that allows the filing of charges for criminal activity without inferring guilt. An individual is presumed innocent unless and until competent evidence is presented to a jury that establishes guilt beyond a reasonable doubt.

Drug Seizure Makes for Sticky Mess at Nogales Port

TUCSON, Ariz. - U.S. Customs and Border Protection officers at the Mariposa Commercial Facility in Nogales arrested a tractor-trailer driver Tuesday after discovering 6,500 pounds of marijuana in a shipment of strawberry jam.

CBP officers working with a narcotics-detection canine discovered the marijuana, worth an estimated $3.25 million, and arrested the 51-year-old male driver from Nogales, Sonora, Mexico.

Officers seized the drugs, vehicle and commodity, and turned the subject over to U.S. Immigration and Customs Enforcement’s Homeland Security Investigations.

This marijuana load is the 15th largest seized by officers from CBP’s Tucson Field Office. Officers at the Mariposa Facility seized 10,000 pounds of marijuana earlier this month – the 8th largest and worth $5 million – found in a shipment labeled as vacuum pump parts.
